Getting your first passport doesn't have to be complicated. Follow this comprehensive guide to get it right the first time.

Who can apply for a Fresh Passport?

A "Fresh Passport" application is for Indian citizens who are applying for a passport for the very first time. If you have ever held a passport before (even if it expired years ago or was lost), you must apply for a "Re-issue", not a Fresh passport.

  • Indian citizens by birth, descent, registration, or naturalization.
  • Individuals who have never held a passport.
  • Newborn babies (separate process for minors).

Documents Checklist

1. Proof of Address

Any ONE of the following:

  • Aadhaar Card
  • Voter ID (EPIC)
  • Electricity/Water Bill (Current)
  • Rent Agreement (Registered)
  • Bank Passbook (image verified)

2. Proof of Date of Birth

Any ONE of the following:

  • Birth Certificate (Mandatory for born > 1989)
  • Pan Card
  • Aadhaar Card (if DOB verified)
  • Driving License
  • 10th Class Marksheet
Note for ECNR: If you have passed 10th standard (Matriculation), attach your marksheet to get the Non-ECR (ECNR) status, which allows you to travel for work without clearance.

Detailed Online Process

Register & Login

Go to the Passport Seva official website. Click on "New User Registration". Fill in your basic details like Name, DOB, and Email. Activate your account via the link sent to your email.

Fill the Application Form

Login and click "Apply for Fresh Passport/Re-issue of Passport". You can either download the soft copy form or fill it online (recommended). Select "Fresh Passport", "Normal" (or Tatkaal), "36 Pages".

Schedule Appointment

Click "Pay and Schedule Appointment". Online payment (Credit/Debit/NetBanking) is mandatory. Select your nearest Passport Seva Kendra (PSK) or Post Office PSK (POPSK) and choose a date.

Visit the PSK

Visit the center on the appointment date. Carry original documents + 2 sets of photocopies. The process involves document verification -> Biometrics -> Granting decision.
